Mr. Evgeny Vinokurov is Deputy Chairman of the Management Board and Chief Economist of the Eurasian Development Bank. He has extensive work experiences in the field of economics, research, and development initiatives. As Chief Economist of the bank, he is responsible for conducting research and publishing on various economic topics.
Prior to his current position, Mr. Vinokurov used to be the Director of the Centre for Integration Studies of EDB. He successfully established this policy think-tank and collaborated with academic and government institutions. Likewise, he used to serve as Head of Economic Analysis Unit and Deputy Head of Strategy and Research Department where he conducted socio-economic and strategic analysis.
Before joining the Eurasian Development Bank, Mr. Vinokurov worked with the Institute for World Economy and International Relations and conducted various research projects related to regional economic development, foreign trade, and regional integration. He also established the Centre for Infrastructure Research and holds the position of Chief Economist at the Eurasian Fund for Stabilization and Development where his team maintain close dialogue with government bodies and oversees the implementation of structural reforms.
His education history begins with his bachelor’s degree in Law from Immanuel Kant Baltic Federal University. He studied International Relations at Fairfield University then pursued a master’s degree in international law at The University of Göttingen. He obtained a Ph.D. in Economics from the University of Grenoble II, while simultaneously pursuing Habilitation (Doktor nauk) in Economics from the Institute for World Economy and International Relations, Moscow in 2008. He obtained a Certificate in Artificial Intelligence.
